In Florida, a vehicle commonly called a "street legal golf cart" is legally defined and regulated as a Low-Speed Vehicle (LSV).
To be considered an LSV and operate legally on most public streets (with speed limits of 35 MPH or less), the vehicle must meet federal safety standards and be registered, titled, and insured just like a car.
Required LSV Safety Equipment
Headlamps (Headlights)
Stop Lamps (Brake Lights)
Tail Lamps
Turn Signal Lamps (Front and Rear)
Reflex Reflectors (Red, one on each side and one on the rear)
Mirrors:
An exterior mirror on the driver's side, AND
Either an interior rear-view mirror OR an exterior mirror on the passenger side.
Windshield (DOT-approved safety glass)
Seat Belts for each designated seating position

Vehicle Identification Number (VIN)
Operational and Administrative Requirements
In addition to the physical equipment, an LSV must also meet the following criteria to be legally operated on the street:
Speed: The top speed must be greater than 20 MPH but not greater than 25 MPH.
Registration & Title: The vehicle must be titled and registered with the state. All of our Carts are registered and will have Florida License Plates.
Insurance: The driver must be insured with minimum requirements for Personal Injury Protection (PIP) and Property Damage Liability (PDL). Your automobile insurance policy will cover you for your rental.
Driver: The operator must have a valid driver's license in their possession.
Road Use: May generally only be operated on public streets where the posted speed limit is 35 MPH or less. (It may cross a road with a higher speed limit at an intersection.)
